Power Girl possesses all the powers of an adult kryptonian exposed to a yellow sun. She is nine tenths as powerful as Superman is at his strongest, capable of truely jaw dropping, herculean feats of strength, speed, flight and hearing, along with a small arsenal of lesser abilities, such as high powered laser eye beams, freezing breath, x-ray vision, telescopic vision, microscopic vision and near complete invulnerability.
In DC's reboot, The New 52, Superman Describes his powers in reference to a technology discovered on Krypton capable of creating what he called World Breakers, and cites the technology was destroyed because of its potency.
Additionally, Powergirl has gained some new abilities now that she is a cyborg. These are listed at the end. Some of her normal Kryptonian abilities have been slightly modified as well.

Superman's famous arsenal of powers has included flight, super-strength, invulnerability to non-magical attacks, super-speed, vision powers (including x-ray, heat-emitting, telescopic, infra-red, and microscopic vision), super-hearing, and super-breath, which enables him to blow out air at freezing temperatures, as well as exert the propulsive force of high-speed winds.
Now i'd like to put some hard numbers behind these concepts for comparison
Energy Absorption: The energy radiation of the yellow sun within this planet system is absorbed at exponential rates by all kryptonians exposed to it. It remains yet to be see if Sinestro's Yellow fear light power is absorbable by the Kryptonian physiology. She's able to absorb all energy photons radiated in this way.
Strength: Bench/Lift approximately 100,000 tons, towards the upper echelons of this limit, biochemical wavelengths extend out of her body to support larger, bulkier weights, such as glass buildings and mountains that would otherwise crumble if supported by a comparatively gnat sized objects.
Super Speed: Maximum atmospheric speed approximately 3000 miles per hour, space speed limits are near the speed of Light. Objects can and will be damaged in passing while traveling at speeds in excess of 650 miles an hour due to physics, thus limiting Power Girls over all speed capabilities near civilized areas.
Superhuman Vision (Telescopic, Microscopic, X-Ray): She's capable of seeing all wavelengths of light, magnification in excess of 400 times (Roughly the maximum of your average scientific light microscope) and a hundred times zoom (Roughly the average of your high powered binoculars or telescope) X-ray vision may harmlessly penetrate all materials save Lead.
Cybernetic enhancements allow Powergirl to see smaller things and further than ever before. Molecular structure and distant planets may now be viewed by her naked eyes.
Heat Vision: Emission of super heated laser beams from her eyes that can vary in magnitude from a common harmless laser pointer to the same heat intensity of the sun (5500 degrees C) which as you well know, is capable of damaging just about every known material in the universe. The beams can be focused to the same circumference of her pupils to as wide as several feet across. These beams are now blue instead of red.
Super Hearing: All sounds in all wavelengths are perceivable by kryptonians exposed to Yellow sunlight within entire planets-wide range. She is easily able to filter this, though by doing so she misses important events. Cybernetic enhancements have given her the ability to filter out sound at certain distances, yet still detect them in her subconscious and set warnings for certain sounds. Thus she can consciously ignore the sound unless a certain word or sound is heard, then she may chose to listen to that area in a separate process. This gives her a god-like perception of the world.
Super Human Stamina: Power Girl is able to exert herself as maximum potential for an unlimited amount of time so long as she is exposed to Yellow Sun light. For extended periods of deficiency to Yellow Sun Light, it's capable for her to become worn down, but such conditions are unknown, as such a thing has never happened. Cybernetic implants are capable of empowering powergirl and all her abilities at full strength for ten minutes, then 1/1000th strength indefinitely without exposure to yellow sunlight.
Invulnerability: Able to withstand a swim through the Sun, there are no known non-magical forces within this galaxy capable of harming Power Girl. The biochemical wavelengths her body exudes also act as a protective shield, even in the absence of this force, her physiology is so densely packed it would take several megatons worth of force to harm her molecular structure. Cybernetic implants have given Power girl some limited resistance to magical attacks. At the end of the day, even if all her flesh and muscle is destroyed, the cybernetics will remain. It will hurt like hell, but she will survive, giving her a limited form of immortality.
Freeze breath: Upon willing it, Power Girl can breath out breath plunging well below freezing, she can control the temperature of said breath very finely, from a chilly breeze to liquid nitrogen level cold, capable of freezing enemies solid in place.
Poison Breath: Cybernetic Enhancements have given Power Girl the new ability to breath out noxious fumes. The density and toxicity of these fumes can be controlled by PG allowing her to simply put people to sleep, or kill them instantly.
Acid Vomit: Cybernetic Enhancements have also given her the new ability of acid breath. Which isn't really breath so much as it is liquid projectile. This Acid is highly concentrated hydrochloric acid and is capable of melting most normal metals and substances. Non-reactionary substances such as glass or porcelain do not take damage from this chemical reaction and are thus immune.
Super Breath: She can also inhale and expel breath at hurricane force level winds and force.
Longevity: So long as she remains exposed to the yellow sun, Power Girl will not age. Cybernetic enhancements have changed this ability. Now no mater what conditions, Power girl will not age.
Super Human memory: Krytponian Neurological synapses exposed to yellow sunlight are capable of remembering details with far greater accuracy and for far greater time periods than normal, giving her not a perfect photographic memory, but nearly so. Half of Powergirl's brain is now a computer. A very very high tech, quantum box computer. She now has a perfect memory and is able to record for download any of her senses, though she can't keep the recorder going at all times, even with the technology that built her, there are limits on data bandwidth and memory. Her mind also has perfect access to local and wide area networks, cellular networks(If any are available) and satellite link up. Unless blocked by some kind of dense material she can connect with the watch tower and access the internet from there. Additionally, portions of Powergirl's personality is now an Artificial Intelligence. This causes some internal schisms with her ability to emote and understand others.
Advanced AI Hacking: Powergirl has a number of hyper-advanced cyber-warfare applications that may be employed to hack and control most forms of technology so long as it has a wireless linkup. The limit to this of course would be others like her or those with the same cyber-warfare applications.
Holographic Interfacing: A panel on Powergirl's chest may open and allow a holographic projection. This projection can display anything Powergirl wishes it to. Her memories, things she's seen or heard. Data streams of information. A full copy of herself, though it will be obviously holographic, it's not stealth technology. There is also a few cybernetic ports for physical interface, such as USB, etc[/i]
Weaknesses:
Weaponized Red Sunlight Energy: The power of red sun energy, when absorbed by Kryptonians, has a polarizing effect on their anatomy. It effectively cancels out their powers and drains them. The drain is not direct, it simply causes a bleed of power as the red cancels the yellow. This has no effect if Powergirl is in direct yellow sunlight. Powergirls Cybernetic components will still function to full capacity
Control Mechanism: Spiral installed various subroutines in Powergirl's programming, allowing her to be accessed and controlled, the cybernetic parts of her at least. She can fight it, but since the cybernetics are so interwoven into Powergirl's flesh and bone, doing so causes her intense pain and suffering.
Kill Switch: When Powergirl breaks the hold Spiral's Control Mechanism has by brute strength and will power, there is always the kill switch. Allowing Spiral to remotely deactivate Powergirl. The range is 100 yards how ever, which is a very small window for some one like Powergirl.
Note: Kryptonite has no effect on her, as she is not from this earth.
Abilities:
When she was pure flesh and bone she had a masters in computer programming and business information technology. She ran her own company and managed it's various divisions.
Now that she is a cyborg, becoming a master of something is a simple as downloading and installing said information.

~ Psychological Profile ~
Personality: The old Karen was pretty happy go lucky, she was playful and funny and always had a lot of wise cracks, but was able to seperate business from play very easily. The new Karen is the same way to an extent, but she's prone to mood swings and boughts of pure emotionlessness. She's also more prone to be indifferent or mean where she would've been empathetic or kind in the past.
History: There is plenty of literature out there worth reading. I'll try and give the cliff notes.
She was found at the age of 18 or so around or near the same time Supergirl was. She was Supermans other cousin for awhile, but then her memory started to slip and a lot of drama unfolded. She went through some costume and identity changes. For awhile she thought she was an ancient atlantean princess, but things eventually got sorted out. Her powers started acting funky and it was revealed she was from another dimension. Earth 2 as they called it. A huge plot was hatched in the Infinite Crisis, and power girl came out the other side whole.
She lead the JLA for awhile, before branching off on her own to new york. There she lead a productive life, outed herself as a lesbian, got a girlfriend, got married and was on her way to living happily ever after. When the Superhuman registration act hit the shelves, Power girl was neutral. She reluctantly gave up her identity when the act passed, but when things started going haywire she began spending more and more time as Powergirl, as spending time as Karen Starr was becoming problematic.
When Superman Died, Powergirl lost it. She became an emotional wreck and one day, charged off into battle against the doomsday Clones. She didn't stand a chance of course and was nearly killed. 45% of her body was completely destroyed and if it had not been for Spiral, she would have died. Spiral spent several years rebuilding her with her latest and greatest technology. But Why and when will Spiral flip the switch? What Price will PG pay for this pseudo Resurrection and what remains of PG's old life.
Rp sample A gut wrenching shriek of pain fills the area for miles as one of the doomsday clones tears Powergirl's arm right off of her body and another kicks her to the ground below. Bloody, broken and batters she gets back up. Missing an eye and several teeth, bleeding from many places she refuses to go down. She's been fighting them for nearly a full day now and the destruction wreaked by this battle will scar the earth for years to come. Several other heroes have fallen in this last stand. There are many of the more god-like heroes left, PG among them. But they wont last long.
She stands hunched over, breathing furiously. She spits and coughs up a load of blood before looking to the sky, sweaty, bloody hair frames her face. Ten of them surround her. This is it, her last stand. She is not going to survive this, she knows that now. Superman died, what since did it make to rush off and attack them. They're unstoppable and there is no hope. She would have tears in her eyes if her body had any hydration to spare, but it doesn't.
The Doomsday clone holding Powergirl's arm grins devilishly and charges in. Powergirl takes a limping step forward and puts up her left arm to block the attack. Bones shatter under skin and powergirl falls. After an hour of punching and kicking her into a literal creator. They leave, off to peruse other enemies. Powergirl had managed to kill a few of them, but there are just to many and they are just to strong.
She'll be dead in a few minutes. Her last remaining conscious thoughts are spent thinking of her beloved fiance. A woman she was going to marry, a woman she was going to adopt children with. But that's over now, she'll probably be dead soon too. How could it have ended this way? She blinks her eye, her vision is blurred by blood and sweat. She can't move a muscle in her body, paralyzed by pain. Breathing in soft, tender little gasps, her heart thunders in it's final moments. A pool of blood collects around her broken body.
Her head falls to the side as her consciousness fades, her will is finally extinguishing. Before she completely loses consciousness, a six armed figure appears. Powergirl hasn't the strength to fight it any more, no words, no movements. Just darkness and then; later ... dreams...
